WATERSHED PROTECTION ADVISORY COMMITTEE – CHARGE

The Board of Selectmen hereby creates a Watershed Protection Advisory Committee subject to the following charge:

    1. MEMBERSHIP: The membership of the Committee is as follows:
                            Craig Percy         Andrew Schaffer         Cathy Wick
                            C.C. Chang         Maria Kayne               William Root

                            (7th member to be appointed at January 11, 2006
                             meeting.)
                            Note: A seventh member was not appointed

                            Note: At its first meeting, the Committee shall elect its 
                            Chairman, Vice Chairman, and Secretary. Only the Board 
                            of Selectmen can change the membership of the
                            Committee.

    2. PURPOSE:   The Committee is created in recognition of both: (a) the 
                        reliance of most Woodbridge residents on potable well
                        water, and (b) the designation of approximately fifty
                        percent of the Town’s land mass as public water supply
                        watershed. The Committee is created to advise the Board
                        of Selectmen on ways to protect these precious potable
                        water resources.

    3. CHARGE:     The Committee shall offer advice to the Board of
                        Selectmen in two areas:

                        (a) Education efforts directed at Woodbridge residents to
                             inform them of environmentally sensitive practices in 
                             the management of their homes, including “green” 
                             lawn practices and proper utilization and disposal of
                             hazardous wastes, including, but not limited to the 
                             preparation of a brochure to be sent to all households
                             with the July 2006 tax bills; and

                        (b) Any changes to the Town’s land use regulations that
                             would better protect potable water resources.

                        In addition, the Committee shall offer public input into the
                        implementation of the Town’s August 2004 Stormwater
                        Management Plan.

    4. REPORT TO SELECTMEN: The Committee shall file a report with the 
       Selectmen prior to May 24, 2006.
